The U.S. Citizenship and Immigration Services posted the latest version of their Handbook for Employers: Instructions for Completing I-9 on its website. Given the large employee base of hospitals and academic medical centers, foreign employees tends to be one of the areas we see some of the most inconsistent treatment. While it doesn't answer the tricky questions (these sorts of handbooks never do), it should be a staple on any payroll manager's bookshelf.
